These days, your exact birth date probably needs to be semi-secret, since banks and things use it to confirm your identity. This is a change, so many people have already leaked their birth dates. I just Googled for "your name birthday" for a few friends, and about half of them showed up—mostly at Amazon profiles, which at least don't show the year.

Those who want to be Safe should probably Google for their birthdays to see what's out there.

Do you think this is ultimately easier than refusing to give your SS number to people who aren't IRS-related?

It's not an either/or; when possible, you should be doing both. The problem is that identity thieves don't necessarily need your SSN.
